On September 21, 2016, Dr. Chen Hongtian, Chairman of the Board of Directors of Cheung Kei Group, led a team of over 20 CPPCC members to the Criminal Investigation Bureau of Shenzhen Public Security to get to know about the city's work on criminal attack and anti-telecom network fraud. They are warmly welcomed by Li Ping, Director of Shenzhen Public Security Bureau, Political Commissar He Zhaolang and other leaders. The two sides exchanged talks. In the course of the investigation, Chairman Dr. Chen Hongtian donated RMB2 million to the Criminal Police Branch of Shenzhen Police Foundation to support in building a peaceful Shenzhen.

Chairman Dr. Chen Hongtian visited Shenzhen Anti-telecom Network Fraud Center and Shenzhen CID Intelligence Synthesis Operations Center. Chairman Dr. Chen Hongtian learned that the staff of the center is mostly supernumerary or seconded by other departments of the branch, and the high turnover of staff restricted the development of the center. He immediately said that the Anti-telecom Network Fraud Center undertakes the functions to protect the people's funds and property, and combat illegal crime taking use of advanced technologies, thus it should be given sufficient attention. Subsequently, the CPPCC members of the National Political Consultative Committee and the members of CPPCC Shenzhen committee said they would submit a joint proposal to the CPPCC.
