On May 10, 2021, Vice President Vincent Chen Peng Yu of Cheung Kei Group attended the 7th-anniversary celebration event of the Hong Kong CPPCC Youth Association (HKCPPCCYA) and the inauguration ceremony of the group's 4th executive committee. The event was held at the Hong Kong Convention and Exhibition Centre (HKCEC). At the ceremony, VP Chen was re-elected as the Executive Vice Chairman of HKCPPCCYA, and he was sworn in together with fellow members of the 4th Executive Committee. Carrie Lam, Chief Executive of HKSAR; Tan Tieniu, Deputy Chief of the Hong Kong Liaison Office; Yang Yirui, Acting Commissioner of the Ministry of the Foreign Affairs of China in HKSAR; Major General Tan Hailin, Chief of Staff of the Hong Kong Garrison of the Chinese People's Liberation Army; and Paul Chan, Financial Secretary of the HKSAR Government, officiated the ceremony.

In addition to managing the group's business, Vice President Chen Peng Yu is also a member of the All-China Youth Federation, a council member of the China Overseas Friendship Association, the Executive Vice Chairman of the HKCPPCCYA, a member of the HKCPPCC (Provincial) Members Association, the Vice Chairman of the Hong Kong Guangdong Youth Federation, the Deputy Director of the Friends of Hong Kong Association, a member of the Guangdong New Social Stratum Association, the Vice Chairman of the Youth Committee of the All-China Federation of Returned Overseas Chinese, the Vice Chairman of the Shenzhen Harmony Club Youth Committee, Vice Chairman of Shenzhen Overseas Chinese Businessmen Foundation, Director of Shenzhen Care Foundation, Director of the 6th Council of Shenzhen Overseas Friendship Association, Member of the 6th Committee of the Chinese People's Political Consultative Conference of Shenzhen (2015-2020), Director of the Tung Wah Group of Hospitals 2021/2022, among other positions in social organisations.

During VP Chen's tenure as the Executive Vice Chairman of the HKCPPCCYA in recent years, he has fostered cooperation and exchange between the youths of Hong Kong and the Mainland, while supporting the peaceful reunification of the Motherland. VP Chen said he would continue to tap into his strengths, deliver a message of positivity, unite and guide more youths of Hong Kong to participate in the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, and integrate into the overall development of the country.

The HKCPPCCYA was established in 2014, with core members from the current members of the National Committee of CPPCC in Hong Kong. The group consists of a diverse range of young and outstanding talents such as entrepreneurs, professionals, and community leaders. The group aims to display patriotism while serving the country and Hong Kong. Since its establishment, the group has been committed to building a platform for engaging patriotic youth in activities, and nurturing talents for political participation and policymaking, maximising the potential in the influence of the younger generation, and making positive contributions to the prosperity and stability of the country and Hong Kong.
