On September 25th and 26th 2018, entrepreneurs from Shenzhen and Hong Kong, members of the CPPCC and Hong Kong's Justice of the Peace, and Dr. Chen Hongtian, Chairman of the Cheung Kei Group, travelled to Liaoning on the invitation of Chen Luping, Vice Governor of Liaoning Province and other leaders. The purpose of their trip was to attend an event known as: Enter Liaoning - Overseas Chinese Come Home 2018 and the 4th Conference of World-renowned Overseas Chinese Businessman in Liaoning. Attendees included: Leaders of relevant departments from the Liaoning Provincial People's Congress and provincial government; Zhang Li, member of the CPPCC and Chairman of  R&F Group; Huang Wenzai, member of the CPPCC and Chairman of Star River Group; Li Xianyi, member of the CPPCC and Chairman of the Xinyi Glass Holdings Limited; Zheng Zhigang, Executive Vice-Chairman and General Manager of New World Development Limited; Shu Xin, CPPCC member  and Chairman of the Board of Directors of Kingao Holding Group; Zhao Xinzhu, a member of the Standing Committee of Guangdong CPPCC and Chairman of Shenzhen Zhongyi Group; Wang Shaozhu, Chairman of the Liaoning Provincial Committee CPPCC  and Shenzhen Biaobang Investment Development Limited Company; Guo Zewei, Standing Committee of Guangdong CPPCC and Chairman of Shangdong Holdings along with other entrepreneurs from Shenzhen and Hong Kong.

During the visit, Dr. Chen Hongtian and other entrepreneurs from Shenzhen and Hong Kong attended the promotional meeting, signing ceremony and reception for a project called: Bringing together the wisdom, strength and minds of Overseas Chinese to help Liaoning Revitalize and Develop. More than two hundred were in attendance including: Wan Lijun, Chairman of the Chinese Federation of Overseas Chinese; Tang Yijun, Governor of Liaoning Province; Chen Luping, Vice Governor of Liaoning Province, as well as other leaders of Liaoning Province and Chinese entrepreneurs from overseas.

The promotional meeting included 167 items relating to environmental protection, energy conservation, medical care, big data, smart breakfast andother high-tech fields, as well as other major projects that affect people's lives such as real estate and reconstruction. During the event, the delegation of entrepreneurs from Shenzhen and Hong Kong visited various sites in the province.
