On March 26, 2019, Dr. Chen Hongtian, a CPPCC National Committee member, a Justice of the Peace appointed by the Hong Kong SAR, and chairman of the Cheung Kei Group attended a symposium on the topic of "Learning and Upholding of the Spirit of the Two Sessions" held at the Shenzhen Harmony Building. As the chairman of the Harmony Club, Dr. Chen Hongtian along with the members of the CPPCC National Committee shared their views on the spirit of the Two Sessions with the attendees of the event, and provided their interpretations on the issues of concern to them in the Government Work Report delivered this year.

During the sharing session, Dr. Chen Hongtian and other CPPCC National Committee members agreed unanimously that the "Government Work Report" issued by Premier Li Keqiang is a thorough implementation of the spirit of the 19th CPC National Congress steered under the guidance of General Secretary Xi Jinping's "Thoughton Socialism with Chinese Characteristics for a New Era". The report revolves around the central theme of "stabilize employment, finance, foreign trade, foreign investment, domestic investment and expectations", and is a pragmatic and reassuring read. The key take away from the "Government Work Report" is a recommendation to lower taxes and fees paid by private enterprises, with cuts to enterprise taxes and social security contributions amounting nearly 2 trillion yuan this year, and reflects the country's support for the development of private enterprises.

The report appeals for the government to take the lead and set an example in acting in good faith and honoring contracts, and new officials must not be allowed to disavow obligations undertaken by their predecessors. More than 50 percent of overdue payments to enterprises must be made by the end of the year, and new arrears are not permissible. The decision to emphasize on the necessity for the government to act in good faith and to honor contracts in the "Government Work Report" reflects the authorities' support for businesses, and has also boosted the confidence of businesses to develop. The report is also highly concerned about the livelihood of the people, and has made arrangements for the elderly care, the nurture of infants and young children, education as well as other issues concerning the livelihood of the people. The government expenditure on education is projected to exceed 1 trillion yuan, exemplifying the Party and the government's people-oriented philosophy on governance.

The Committee members had also shared that China's progress and accomplishments in 2018 against the economic downturn had not been an easy feat. And as a CPPCC National Committee member, it is important to continue working together, to unite and be cohesive, to undertake more researches and studies, to speak the truth, to enhance the quality of policy recommendations, to perform ones' designated job functions, and to play ones' role diligently. As an entrepreneur, one must capitalize on the advantages of the current trends, and tap into the overall development of the Guangdong-HongKong-Macao Greater Bay Area, and work intelligently along with the country's strategic planning.
